Position Overview:
The Head of Project Controls will be responsible for overseeing project control functions across all phases of project development, from inception through execution and operations.
The ideal candidate will bring extensive experience in managing FPSO/FSO/FLNG projects globally and implementing best practices for cost control, scheduling, procurement, and risk management. This role requires strong leadership capabilities to guide a diverse team and collaborate with global stakeholders to ensure successful project outcomes, on time and within budget.
Key Responsibilities:
- Establish and maintain project control plans for budget, scope, and risk management in alignment with project and contractual requirements with a focus on large-scale oil and gas projects (FPSO/FSO).
- Ensure Work Breakdown Structure (WBS), Cost Breakdown Structure (CBS), and Organizational Breakdown Structure (OBS) are properly developed.
- Develop strategies for efficient project execution by aligning planning, cost estimation, and risk mitigation processes from feasibility to execution and handover.
- Implement capacity planning models for staffing, aligned with project demands.
- Oversee the development of cost estimation and budget management throughout the project lifecycle, ensuring alignment with financial and operational goals.
- Collaborate with project managers to monitor budget variances and cost trends, implementing corrective actions when necessary.
- Work with subcontractors to ensure flexibility and efficiency in cost control measures.
- Implement and maintain an enterprise-wide risk management framework, enabling the identification and mitigation of commercial and technical risks.
- Establish and maintain best-in-class project control standards, ensuring compliance with contractual obligations and internal guidelines.
- Oversee the change control process to ensure all changes are documented and approved.
- Conduct regular reviews to ensure risks are continuously monitored and managed.
- Lead and mentor a team of project control professionals, ensuring clear roles and responsibilities.
- Foster collaboration across all project disciplines and teams.
- Promote professional development and continuous learning.
Qualifications:
- Bachelor’s degree in engineering, construction management, or a related field. Master’s degree preferred.
- Minimum of 15 years of experience in project controls within the offshore energy or oil & gas sectors.
- Extensive experience in leading large-scale FPSO, FLNG or similar offshore energy projects.
- Proven track record in FPSO, FLNG or FSO projects and in managing cost control, scheduling, and risk management.
- Strong commercial experience with contract management, sales proposals, and client negotiations.
- Experience in overseeing global teams and managing complex, multi-disciplinary projects.
- Proficiency in project management software (e.g., Primavera) and risk management tools.
- Expertise in cost control systems, resource allocation, and risk mitigation.
- Strong leadership and team management capabilities.
- Ability to lead cross-functional and multi-location teams.
