Position Overview:

 

As a Project Procurement Manager, you will oversee and manage all procurement activities during project execution to ensure they meet contractual obligations and align with Hanwha Ocean's processes and procedures. This includes coordinating a team of Buyers, Package Managers, Expeditors, Inspection Coordinators, Logistics Coordinators, and Material Controllers to deliver successful project outcomes.

 

 

Key Responsibilities:

 

Win Phase:

  • Develop a winning procurement strategy with BA/BD/PLD and Strategic Sourcing teams.
  • Actively participate in obtaining firm and budgetary pricing during the proposal phase.
  • Review client contractual requirements and prepare the preliminary Procurement Execution Plan.
  • Establish and align bidders' lists to optimize purchasing opportunities with the Supply Chain Headquarters.
  • Ensure compliance with contractual obligations during the strategy and planning stages to lay a foundation for successful execution.

 

Execution Phase:

  • Set up Supply Chain tools, manpower plans, and processes for the project.
  • Implement the Project Procurement Strategy (PPS) established during the WIN phase.
  • Review and allocate package/equipment/service budgets with the Project Control team.
  • Align with Legal & Contract teams on negotiation approaches with Suppliers.
  • Monitor project schedules, ensuring sufficient lead time for manufacturing and construction requirements.
  • Formalize the Procurement Execution Plan in alignment with the Overall Project Execution Plan.
  • Organize and lead weekly procurement progress meetings, from pre-orders to post-orders and PO close-out.
  • Proactively manage procurement risks and opportunities, adjusting for market conditions.
  • Ensure Supplier invoices, approvals, and payment timelines are met in coordination with Accounts Payable.
  • Represent the Supply Chain team in communications with the Client and Project Management Team (PMT).
  • Report weekly and monthly updates on Supply Chain activities within the project.
  • Drive on-time and within-budget project procurement delivery to meet the agreed Procurement Strategy.
  • Minimize costs of non-quality by ensuring supplier deliverables are reviewed and accepted only after meeting required standards.

 

Continuous Improvement:

  • Contribute to package standardization and optimization plans with the Strategic Sourcing team.
  • Evaluate supplier capabilities and performance, recommending improvements to enhance procurement effectiveness.
  • Share best practices and lessons learned from completed packages to drive continuous improvement.
  • Monitor and ensure adherence to procurement procedures to achieve compliance with project requirements.

 

 

Qualifications:

  • A bachelor’s degree in engineering or business is required.
  • Minimum of 4 years of technical procurement experience, with a proven track record in package/category management, preferably in the Oil & Gas industry.
  • Familiarity with package engineering, manufacturing, integration, inspection, testing, and commissioning.
  • Demonstrated success in managing relationships with internal stakeholders and suppliers.
