Position Overview:
As a Project Subcontracts Manager, the primary responsibility is to be accountable for managing all the subcontract scopes assigned from proposal to execute for onshore construction projects.
Key Responsibilities:
WIN phase:
- Support and develop with BA/BD/PLD the subcontracting requirement to achieve a winning project strategy
- Actively participate with proposal team to obtain firm & budgetary pricing during proposal phase
- Review client contractual requirement and develop the preliminary Subcontracting Execution Plan
- Establish and align bidders list to optimize subcontracting opportunities with Supply Chain Headquarter
Execution phase:
- Implement the Project Subcontracting Strategy from WIN phase under the guidance of the PPM
- Review and allocate with Project Control of the service budgets
- Review and align with Legal on approaches of T&Cs, including main contract flow-down obligations
- Re-assess Risk and Opportunities since WIN phase and current market condition; mitigate risks
- Review and agree with project schedule to ensure sufficient lead time have been allocated for the services within require construction schedule
- Formalize the Subcontracting Plan in alignment with Overall Project Execution Plan
- Closely engage with scope owner to drive required deliverables
- Define and agree on scope of work, key deliverables, and required performance with subcontractors
- Perform tendering, evaluation, and selection of Subcontractors
- Accountable to negotiation before order awards to final liquidated damages with Subcontractor(s)
- Participate in weekly project progress meetings from pre-orders to post-orders, to PO Close-out
- Monitor, challenge, and control in accordance with change management procedure when cost and schedule impact to service activities with scope owner
- Accountable to challenge Subcontractors to bring optimal results with quality, safety, and on-time scope completion in alignment with scope owner
- Monitor the overall Subcontractor invoices approval and payment timeline with Accounts Payable
- Be the focal point of contact with all assigned subcontractors; assist in the mobilities/de-mobilities of Subcontractor(s)
- Be the Supply Chain voice with Project Client and Project Management Team (PMT) to drive subcontracting activities
- Weekly and monthly Project reporting of Supply Chain activities within project
- Ensure continuous improvement and package learning by sharing package best practices and package lessons learnt
- Possible assignment to multiple projects of like subcontracting scopes
- Any other requirement for subcontracting
Qualifications:
- A bachelor’s degree in Engineering, Marine, Construction Management, business, or a master’s degree is preferred.
- Project Management Professional (PMP®) certified is a plus.
- Minimum 5 years of subcontracting experience with track records in managing onshore projects successfully, preferably in Oil & Gas industry.
- Strong knowledge in contract administration, procurement processes, and/or logistics is a must.
- Familiar with industry standards (e.g.: DNV, ISO, API, IEEE), permit requirement is recommended.
- Experience in onshore safety systems and risk management practices.
- Experience in managing relationships with internal stakeholders and subcontractors.
