Position Overview:
The Commissioning Manager will lead and oversee completion and commissioning of offshore projects at various sites, including FPSO, FLNG, platforms, subsea systems, and other offshore infrastructure products. This position will manage all aspects of completions and commissioning, ensuring the delivery and start-up of high-quality, safe, and compliant offshore units across multiple regions.
Key Responsibilities:
- Adapt, reinforce and prepare additional commissioning methods, processes, procedures, and tools on top of currently existing ones to support commissioning activities worldwide.
- Recruit and develop global completions skilled resource pools, internally and externally to support the HO OBU completions and commissioning activities worldwide.
- Closely interface with internal and external construction teams to ensure seamless and effective planning and management of all project completions and commissioning activities, including leading subsystem walkdown and handover prior commencement of commissioning activities.
- Oversee all stages of completions and commissioning from early-engineering detailed design engagement to support completion plans and subsystem priority/sequence development, through offshore product fabrication and delivery to validate mechanical completion, integration, onshore/offshore commissioning, and handover of the completed facility.
- Manage commissioning resource and processes on projects across multiple onshore and offshore sites, ensuring that all phases are executed safely, effectively and according to plan in compliance with contractual requirements and technical specifications.
- With the support of the Head of Quality, ensure that all commissioning and testing performed in compliance with relevant local, regional, and international regulations, codes, and standards related to offshore product delivery.
- Oversee Completions audits and inspections from regulatory authorities, ensuring any non-compliance issues are resolved promptly and efficiently.
- Lead the development and execution of project schedules commissioning activities across all sites.
- Manage global budgets for projects commissioning activities, ensuring cost-effective operations, identifying cost-saving opportunities, and ensuring the efficient use of resources.
- Track and report on project commissioning progress, budgets, and timelines to executive leadership, making necessary adjustments to keep projects on track.
- Build and maintain strong relationships with clients, contractors, and key stakeholders in the sector, ensuring open communication and alignment throughout project lifecycles.
- Ensure client satisfaction through effective project delivery, meeting milestones, and addressing any concerns during completion and commissioning activities, as well as post-delivery phase.
Qualifications:
- Bachelor’s degree in either Electrical Engineering, Industrial Engineering, Mechanical Engineering, or a related field.
- 15+ years of experience in offshore fabrication, construction, and commissioning, with at least 5 years in a senior leadership role.
- Strong expertise in the construction, integration, and commissioning of offshore product systems, including topside modules, hull construction, and offshore commissioning.
- Proven experience managing multi-disciplinary teams across global onshore and offshore sites leading large-scale, complex projects.
- Strong background in construction, commissioning, project management, and budget control.
Desired Skills & Attributes:
- Certification in Project Management (PMP, Prince2, etc.) or equivalent certifications.
- Experience developing and implementing consistent utilization of advanced completions database software and tools.
- Ability to lead teams across multiple global sites, navigating complex logistical, regulatory, and cultural challenges.
- Strong negotiation, problem-solving, and decision-making skills.
- Commitment to continuous improvement, innovation, and safety in all aspects of offshore fabrication.
The employee must be able to perform the essential functions of the position, which include:
- Stand and walk for extended periods (up to 8–12 hours per shift) on uneven terrain
- Climb ladders, stairs, scaffolding, and work at varying heights
- Frequently bend, kneel, stoop, crouch, and crawl
- Lift, carry, push, and/or pull up to 50 pounds occasionally and 25 pounds frequently
- Perform repetitive movements involving hands and arms
- Use hand tools, power tools, and site equipment safely
- Maintain balance while working on elevated or uneven surfaces
- Work outdoors in varying weather conditions (heat, cold, rain, wind)
- Tolerate exposure to dust, noise, vibrations, and construction materials
- Wear required Personal Protective Equipment (PPE), including hard hat, safety boots, high-visibility clothing, gloves, and eye protection
- Respond quickly to site alarms, verbal warnings, and changing site conditions.
