Position Overview:

 

The Project Supplier Quality Manager (PSQM) is responsible for establishing, implementing, and managing the Supplier Quality Management (SQM) processes across all phases of an EPCIO project (Engineering, Procurement, Construction, Installation, and Operations). This role ensures that all materials, equipment, and services supplied by suppliers and subcontractors comply with contractual, technical, and regulatory requirements. The SQM works closely with project quality, engineering, supply chain management and construction & commissioning teams to maintain consistent quality standards from supplier selection through manufacturing/fabrication, delivery, and final documentation. The position plays a critical role in mitigating supply chain risks, preventing non-conformities, and ensuring that supplier performance supports overall project quality, schedule, and cost objectives.

 

Key Responsibilities:

Supplier Quality Strategy & Planning: 

  • Develop and implement the Supplier Quality Management Plan aligned with the Project Quality Plan (PQP).
  • Define supplier quality requirements, surveillance strategies, and inspection levels based on criticality assessments.
  • Collaborate with Project Quality Manager and Supply Chain function (Package Manager) to establish supplier quality surveillance programs.
  • Contribute to procurement and subcontract strategy by incorporating quality risk assessments and lessons learned.

 

Supplier Qualification & Evaluation: 

  • Coordinate supplier qualification, evaluation, and re-evaluation processes (technical, QA/QC capability, past performance) with the supply chain management team on the project.
  • Participate in supplier selection and pre-award audits to ensure capability to meet project requirements.
  • Ensure suppliers have appropriate quality management systems (e.g., ISO standards) and compliant quality plans.
  • Evaluate supplier submissions including Quality Plans, Inspection & Test Plans (ITPs), and manufacturing procedures.

 

Supplier Surveillance & Inspection:

  • Establish and manage supplier inspection and test activities throughout fabrication and delivery.
  • Coordinate inspection strategies (shop inspections, FATs, third-party inspections, and expediting).
  • Ensure inspection requirements are embedded in purchase orders and sub-contracts.
  • Monitor execution of inspection and test plans

 

Quality Assurance & Compliance:

  • Ensure all supplier deliverables meet contractual specifications, project standards, and regulatory requirements.
  • Monitor supplier QA/QC performance and compliance with approved procedures.
  • Manage non-conformance reporting (NCR), corrective and preventive actions (CAPA), and root cause analysis.
  • Support audits (internal, external, client, and third-party) to verify compliance.
  • Maintain traceability and quality documentation aligned with Quality Dossier requirements across project phases.

 

Performance Monitoring & Continuous Improvement

  • Develop and track Supplier Quality KPIs as set up by the project.
  • Conduct supplier performance reviews and implement improvement plans.
  • Lead root cause analysis of supplier issues and drive corrective actions with suppliers.
  • Promote continuous improvement initiatives and lessons learned across the supply chain for equipment packages.

 

Documentation & Reporting

  • Ensure supplier quality documents (ITPs, inspection reports, SMDRs) are reviewed and approved.
  • Provide regular reporting on supplier quality performance, risks, and mitigation plans.
  • Support project close-out, including final documentation and certification.

 

Qualifications:

  • Bachelor’s degree in engineering, Quality Management, or a related field.
  • Minimum of 15 years of experience in QA/QC and/or supplier quality management within the offshore oil and gas EPCI sector.
  • Proven experience managing supplier quality during procurement, fabrication, and construction phases.
  • Experience with supplier inspection, expediting, and international supply chains.
  • Familiarity with large-scale EPC projects, and global suppliers.
  • Strong knowledge of Quality Management Systems (ISO 9001, ISO 29001, etc.).
  • Expertise in:
    1. Inspection & Test Plans (ITPs)
    2. Supplier surveillance and audit processes
    3. Non-Conformance and CAPA systems
  • Understanding of engineering documentation and specifications review processes.
  • Ability to assess supplier risks and define mitigation strategies.
  • Strong leadership and team management skills (for Supplier Inspection Coordinator and Inspectors).
  • Excellent communication and stakeholder management skills (client, suppliers, project teams).
  • Strong analytical and problem-solving capability (root cause analysis, risk management).
  • Ability to work in a multi-cultural, multi-location project environment.
